Abstract: A light control sheet including a light transmissive resin substrate, and a light control layer formed on the light transmissive resin substrate. The light control layer includes a liquid crystal layer and a pair of electrode layers that sandwich the liquid crystal layer. The light transmissive resin substrate includes a light transmissive resin sheet and a surface-treated layer that has a barrier property, the light transmissive resin sheet has a first surface that faces the light control layer and a second surface opposite to the first surface, and the surface-treated layer is formed on at least one of the first surface and the second surface.
