Liquid concrete is pumped into the annular space and allowed to set, to form a lining (3) for the tunnel (2). The shutter rings (1a, 1b) are disassembled when the concrete is at least partially set. The pressure of the liquid concrete is monitored as it progressively fills the annular space and the supply of concrete is ceased when the pressure reaches a predetermined threshold. An end shutter ring (1b) is disassembled when the concrete is at least partially set, an inflatable bag (4) is introduced to the location of the shutter ring that has been disassembled; and the bag (4) is inflated to support the concrete as it continues to set.
