Abstract: The present invention makes it possible to easily create content which includes images and words and which can be switched between languages. An embedding location selection unit 12 selects, from among sets of image data that serve as elements of the content, at least one embedding location for embedding linguistic data. An embedding unit 15 performs an embedding process in which linguistic data to be embedded in at least two languages is associated with each of the at least one embedding locations. An embedding correspondence table generation unit 16 generates an embedding correspondence table as embedding correspondence information indicating the results of the embedding process. The switchable content data generation unit 17 generates, as content that can be switched between languages, content including image data, the sets of linguistic data for the at least two languages to be embedded, and the embedding correspondence information.
