Abstract: Disclosed are devices and methods for applying a hair and/or skin and/or scalp care product using a a personal care formulation having an active component for treating the hair and/or scalp and/or skin of the user and a carrier for the active component, wherein the carrier comprises from about 4% to about 10% by weight based on the contents of the container of trans-1233zd and from about 1% to less than 5% by weight ethanol, where in the weight ratio of said trans-1233zd:ethanol is at least about 2.
