Abstract: The present disclosure relates to a communication method and system for converging a 5 th -Generation (5G) communication system for supporting higher data rates beyond a 4 th -Generation (4G) system with a technology for Internet of Things (IoT). The present disclosure may be applied to intelligent services based on the 5G communication technology and the IoT-related technology, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services. A base station (BS) in a wireless communication system is provided. The BS comprises a processor configured to determine frequency units within a frequency range for a bandwidth of an operating carrier, wherein a listen-before-talk (LBT) operation is performed over each of the frequency units; and determine, for each of the frequency units, a set of intended spatial transmit (TX) parameters and a set of spatial receiver (RX) parameters of the LBT operation; and determine a subset of the frequency units for a downlink transmission based on the LBT operation performed over each of the frequency units; and a transceiver operably connected to processor, which is configured to transmit, to a user equipment (UE), downlink channels using the bandwidth corresponding to the determined subset of the frequency units.

The UE comprises at least one processor configured to identify a DTTC including at least one of a first periodicity, a duration of a first transmission window, or a first timing offset of the first transmission window, wherein the DTTC is identified for the DSCH or RLM in a serving cell, and identify a DMTC including at least one of a second periodicity, a duration of a second transmission window, or a second timing offset of the second transmission window, wherein the DMTC is identified for RRM measurement based on the DSCH. The UE further comprises a transceiver operably connected to the processor, the transceiver configured to receive, from a BS, at least one DSCH from a set of DSCH over unlicensed downlink channels based on the identified DTTC, wherein the received at least one DSCH includes a SS/PBCH block.

The UE further includes a transceiver configured to transmit to or receive from a base station (BS) over the operating channel during the COT, and switch from the UL transmission to the DL reception or from the DL reception to the UL transmission based on the identified one or more switching points.
