The radiation can be selected so that it may be more effectively absorbed by veins as compared to arteries. Thus, unwanted thermal damage to arteries in the vicinity of the vein being treated can be reduced or avoided. The radiation can have a frequency of approximately 654 nm, which can provide a ratio of absorption by veins to absorption by arteries of about 3.7. Other wavelengths near 654 nm may be provided, for example, which can have an absorption ratio greater than, e.g., about 3.3 to 3.6.

The fairing collapses following expansion and subsequent deflation of the dilator, thus allowing the tapered fairing to be withdrawn proximally through the central lumen of the sheath. In one application, the sheath is utilized to provide access for a diagnostic or therapeutic procedure such as percutaneous nephrostomy or urinary bladder access.

Enhanced paging includes absolute time paging (ATP) and paging with extended wakeup time. For absolute time paging, a UE receives ATP configuration and uses the actual wall time to calculate paging occasion if a condition is satisfied. In one embodiment, the wall time is acquired from at least one of an internal UE clock, a GPS time, information broadcasted from the network, or information from a higher layer signaling. For paging with extended wakeup time, a UE applies a long paging cycle followed by multiple normal paging cycles after waking up from the long paging cycle. In one embodiment, the long paging cycle is infinite and the UE enters normal paging cycle only upon TAU-triggered paging or uplink traffic.

The SAD acquisition unit acquires the SAD from an integer motion estimation (IME) unit when the IME unit performs IME on a coding tree block (CTB). The redundancy determination unit determines whether or not the CTB is an estimated redundant block using the current SAD. The motion estimation skip unit provides an FME unit with an FME skip signal of the CTB depending on whether or the CTB is an estimated redundant block.

On the other hand, if the set of neighboring blocks are determined to be not combinable, the video encoder selects a smaller block size from the set of tested neighboring blocks for prediction. Furthermore, intra-prediction is determined by first intra-predicting a block with intermediate modes in a set of modes. Then the intra-predictions are performed for the neighboring modes of at least one intermediate mode.

A set of rules may be utilized to select from a 4×4 or an 8×8 transform size during the encoding operation. Dynamic selection of transform size may be performed on intra-predicted macroblocks, inter-predicted macroblocks, and/or direct mode inter-predicted macroblocks. The encoding operation may generate a transform size syntax element to indicate the transform size that may be used in reconstructing the encoded macroblock. The transform size syntax element may be transmitted to a decoder as part of the encoded video information bit stream.
