The lock plate (42) includes a bent portion as a stopper (57, 58) at an end portion (42A, 42B) of the lock plate (42) in the axial direction, and the stopper (57, 58) restricts a movement of an upper jacket (16) relative to a lower jacket (17) in the axial direction by abutting on the lock mechanism (7) in the axial direction when the steering shaft (3) and the column jacket (4) is telescopically adjusted.
