An embodiment of the present invention includes controlling a random access sequence transmitted by a user equipment through a physical random access channel (PRACH) not to be sent with other uplink transmission in the same subframe, or, when a random access sequence transmitted by a user equipment through a PRACH is sent with other uplink transmission in the same subframe, controlling a priority of power transmission of the PRACH and a priority of power transmission of an uplink channel over which the other uplink transmission is performed, when power is limited.
