The first resource is a resource reserved by a second terminal device or a resource reserved for a first service to be transmitted by the first terminal device. The first time interval is a time interval related to the first resource. The second time interval is used to indicate a preemption forbidden time. The first preset rule is determined based on the first time interval and the second time interval.
