According to at least one aspect of the embodiments of the present disclosure, by means of configuring measurement and reporting configuration information specifically relating to an unmanned aerial vehicle, and particularly by means of reasonably configuring each parameter value therein on the basis of at least height information, the accuracy of a switching operation, for example, is improved.
