The first layer comprises a substantially non-reactive material. The first surface of the second layer is positioned adjacent to the second surface of the first layer. The second layer comprises a substantially fire resistant material. The first surface of the third layer is positioned adjacent to the second surface of the second layer. The third layer comprises a substantially hydrophobic material.
