Specified information to be sent to User Equipment (UE) is determined, and the specified information may include at least one of: system message change information, Earthquake and Tsunami Warning System (ETWS) notification information, Commercial Mobile Alert Service (CMAS) notification information or Extended Access Barring (EAB) parameter change notification information. The specified information is sent to the UE according to a predetermined manner, and the predetermined manner is different from a manner of sending the specified information through a paging message.
