The electronic device according to the present disclosure includes: one or more processing circuits, configured to execute the following operations: obtaining position information and waveform parameter information of a user equipment; set a waveform parameter according to the position information and the waveform parameter information of the user equipment; and obtain spectrum resource information of another user equipment, and allocate a spectrum resource of another user equipment to the user equipment, so the user equipment uses the spectrum resource of another user equipment according to the set waveform parameter.
