The top surface of the first conductive layer is substantially level with the top surface of the first insulating layer, and the bottom surface of the second conductive layer is substantially level with the bottom surface of the second insulating layer. The first insulating layer and the second insulating layer are bonded to each other, and the first conductive layer and the second conductive layer are bonded to each other.
