The higher layer signaling includes a configuration of at least one configurable PDCCH candidate number for PEI procedure used under a non-active mode. After receiving the higher layer signaling, the UE performs blind decoding under the non-active mode according to the configuration of the at least one configurable PDCCH candidate number.
