The communication resource scheduling method in this application may include: indicating that a first resource of a first cell is used for first transmission, and indicating that a second resource of a neighboring cell of the first cell is used for second transmission, where at least one of time domain, frequency domain, space domain, code domain, or power domain of the second resource is different from at least one of time domain, frequency domain, space domain, code domain, or power domain of the first resource. In embodiments of this application, different scheduling manners may be used for the first cell and the neighboring cell of the first cell, to meet different service requirements of terminal devices in different cells, and avoid uplink and downlink interference while meeting the different service requirements.
