In some aspects, a wireless communication device may determine, in a particular state, that a wireless communication device is performing a connection establishment procedure. The wireless communication device may refrain from transferring from a first radio access technology (RAT) to a second RAT until completing the connection establishment procedure. The second RAT may satisfy a set of transfer criteria associated with performing a transfer from the first RAT to the second RAT.
