The method includes acquiring a current resource indication of a cell, and generating a resource adjustment indication according to the current resource indication of the cell. The resource adjustment indication is used for instructing a mobility management entity MME to adjust a discovery resource allocated to the cell. The method also includes generating a resource adjustment request, where the resource adjustment request includes the resource adjustment indication. The method also includes sending the resource adjustment request, so that the MME adjusts the discovery resource of the cell according to the resource adjustment request.
