A method and device for realizing channel transmission are provided. In the method, a base station determines a subframe set used by a downlink control channel and/or a subframe set used by a downlink traffic channel; and the base station performs across subframe scheduling for the downlink traffic channel through the downlink control channel. According to the solution, a subframe set used by a downlink control channel and/or a subframe set used by a downlink traffic channel are/is determined by a base station, and the downlink traffic channel is scheduled across subframes through the downlink control channel. By virtue of the solution, a timing relationship of channel transmission is prevented, in a narrow band system and a coverage enhancement system, from being affected due to the fact that a Multicast Broadcast Single Frequency Network (MBSFN) subframe transmitting a multicast/broadcast service may occupy the entire bandwidth of the system, and a timing relationship between a base station and a terminal may be guaranteed. In this way, normal communication of a Machine-Type Communication (MTC) terminal may be ensured, and the working quality of the system may be improved.

Specified information to be sent to User Equipment (UE) is determined, and the specified information may include at least one of: system message change information, Earthquake and Tsunami Warning System (ETWS) notification information, Commercial Mobile Alert Service (CMAS) notification information or Extended Access Barring (EAB) parameter change notification information. The specified information is sent to the UE according to a predetermined manner, and the predetermined manner is different from a manner of sending the specified information through a paging message. By adopting the method, the problems in the related technology that the UE may need to receive many repeated unnecessary paging messages and the like are solved, so that influence on dedicated information reception of the UE is reduced, and the problem of energy consumption of the UE caused by reception of lots of repeated paging messages is solved.

Through the present invention, the problem in the related art of how to accurately transmit the random access response sent to different types of terminals is solved, the probability that the node of the third type detects the random access response correctly is improved, and the power consumption of the node of the third type is reduced.
