Embodiments of the present invention provide a method for controlling cell activation, a base station, and a terminal. The method for controlling cell activation includes: receiving, by a base station, a radio resource control RRC reconfiguration message, where the RRC reconfiguration message carries cell identification information of multiple cells; and, if the base station determines and learns, according to the cell identification information of the multiple cells, that a first cell served by the base station among the multiple cells is a secondary cell or a secondary assisted cell and is a cell that participates in multi-flow transmission before the base station receives the RRC reconfiguration message, keeping a cell state of the first cell unchanged. According to the method for controlling cell activation, the base station, and the terminal that are provided in the embodiments of the present invention, through determination on cell identification information in the RRC signaling reconfiguration message, a corresponding cell remembers a previous activated state, or activation processing is performed, thereby implementing in an MF-Tx scenario, optimized configuration of an activated or deactivated state of the cell that participates in the multi-flow transmission when reconfiguration is implemented through RRC signaling.

The present invention discloses an encoding method for jointly encoding HARQ-ACK signals. In this method, the HARQ-ACK signals are encoded into different codewords under different conditions. The present invention also discloses an encoding device. The encoding method and device disclosed by the present invention not only satisfy the requirement of jointly encoding feedback information responding to data transmitted on two carriers on one HS-DPCCH in case of adopting the technology of Dual Carrier in the Downlink, but also decrease error probabilities of pair-wise error, especially those may cause high layer retransmissions, thereby, reduce unnecessary high layer retransmissions and improve the data transfer rate of the system.
