The second surface (52) defines a bypass flow passage (36). A flow volume (54) is spaced between the first surface (46) and the second surface (52). A plurality of holes (58) are disposed on the cowl (42). Each of the plurality of holes (58) are configured to alter local air pressure about one of the first surface (46) and the second surface (52) of the cowl (42). The plurality of holes (58) are in communication with the flow volume (54).
