The liquid transfer system (10) includes a liquid supply tank (14) and at least two pressurizable liquid holding vessels (34, 42). The liquid holding vessels (34, 42) are placed beneath the supply tank (14), and a liquid supply line (20) connects the supply tank (14) to each vessel (34, 42). The liquid supply line (20) is operated as a siphon from the tank (14) to each vessel (34, 42), in order to move liquid from the tank (14) to each vessel (34, 42). Each vessel (34, 42) is alternately filled and pressurized to dispense liquid from the vessel (34, 42) such that one vessel is being filled while the other is dispensing liquid, and a constant controllable liquid output flow is achieved. A preferred embodiment includes a liquid recycling line to recycle or constantly move the liquid within the system (10) to achieve thorough mixing, and an in-line filter to improve liquid purity.

An apparatus and method for on-line monitoring of a characteristic of a process liquid stream includes a cell for isolating a precise volume of the liquid. There are provided means for over-filling a sample chamber and means for removing the excess from the chamber comprising a downwardly extending drain line which terminates at a precisely positioned, downwardly facing inlet and means for applying negative pressure to the drain line to draw the excess liquid upwardly from the captured volume until the liquid level reaches the inlet and entry of air disrupts the liquid draining effect. The embodiment shown employs a closed volume, a vent, a conduit for delivery of process liquid into the cell under pressure and a syphon/drain line for removing excess liquid from the cell volume until there remains only a sample of accurately repeatable volume.
