The failure handling method provided in the embodiments of the present invention includes: receiving, by a packet data network gateway P-GW, downlink data after detecting that a failure occurs in an associated first S-GW; and sending, by the P-GW, a notification message to a mobility management entity MME by using a second S-GW, where the notification message includes an identifier of the P-GW and an identifier of a user, so that when determining that the identifier of the P-GW included in the notification message is different from a P-GW identifier corresponding to a context identifier of the user, the MME refuses to initiate a procedure for recovering from the failure in the first S-GW. The method includes: receiving, by a second mobile edge platform, an application identity sent by a first mobile edge platform; determining, by the second mobile edge platform, a target application instance based on the application identity; and sending, by the second mobile edge platform, a switching notification message to the target application instance, where the switching notification message is used to notify the target application instance that user equipment needs to switch to the second mobile edge platform, and the target application instance provides a service for the user equipment. According to the mobile edge platform switching method, apparatus, and system in embodiments of the present invention, after the user equipment switches from the first mobile edge platform to the second mobile edge platform, the second mobile edge platform can provide a low-latency and high-bandwidth service for the user equipment by using the target application instance. This ensures service continuity of the user equipment and improves user experience.
