A composition for transforming a chrysotile asbestos-containing material into a non-asbestos material is disclosed, wherein the composition comprises water, at least about 30% by weight of an inorganic acid, and from about 0.1 to about 4% by weight of a hexafluorosilicate of ammonia, an alkali metal or an alkaline earth metal. A method of transforming the asbestos-containing material into a non-asbestos material using the present composition also is disclosed.

A method and an apparatus (30) for removing mercury from contaminated soils and industrial wastes are provided. The removed mercury may be recovered. A furnace (8) vaporizes the mercury containing portion and the vapors are condensed. In one embodiment, an initial heating stage volatilizes water vapor and other volatile contaminants, such as hydrocarbons, with substantial vaporization of the mercury-containing portion, subsequently, a second temperature higher than the first is employed to vaporize the mercury containing portion. In one embodiment, a metallic salt reacts with sulfur in the material to form a stable solid sulfur compound to reduce sulfur content in the gaseous effluent. The addition of a metallic salt may also be employed to react with mercury halides to release elemental mecury therefrom. The contaminated material is thereby converted from one which is hazardous due to mercury contamination to one which is non-hazardous. The effluent is treated to reduce environmental hazards in the same. The system (30) is preferably provided on or in a vehicle (11, 12, 13, 14) so as to facilitate treatment of the contaminated materials at the site of the same.

Date Jul. 7, 1994A process for the treatment of toxic materials, for example, inorganic compounds, halogenated organic compounds such as polychlorinated biphenyls (PCBs), dioxin and dichlorodiphenyl trichloroethane (DDT) and chemical weapons such as Sarin and mustard. The process is based on the discovery that mechanical activation can induce chemical reactions which break down the molecular structure of toxic materials and form products which are simple, non-toxic compounds. The process involves subjecting a mixture of a toxic material and a suitable reagent to mechanical activation to produce a non-toxic end product or products. Mechanical activation is typically performed inside a mechanical mill, for example, a ball mill. Ball milling of various toxic materials with appropriate reagents was found to result in virtual total destruction of the toxic starting material.

The chlorine content in chlorinated hydrocarbons in an environment which admits the presence of air and moisture can be reduced by bringing the chlorinated hydrocarbon into contact wih a dechlorination reagent which comprises (i) a complex of a substantially nontoxic metal having at least two oxidation states and (ii) a reducing agent which reductively returns the complex from its second oxidation step to its first oxidation stage. A representative embodiment involves bis-( eta -cyclopentadienyl)titanium dichloride and sodium tetrahydridoborate.

A method of removing halogenated aromatic compounds contained in small amounts in a hydrocarbon oil comprising mainly nonaromatic hydrocarbon oils safety without fail. The method comprises bringing the hydrocarbon oil into contact with a heat-resistant alkaline polar solvent in the presence of an alkaline substance at about 100 DEG C to about 300 DEG C and separating the nonaromatic hydrocarbon oils and the solvent from each other.
