The method includes: A first communication device sends first information to a second communication device, where the first information includes transmission indication information and at least one first code block group CBG of a first transport block TB, and the transmission indication information indicates a length of the first TB and/or a location of the at least one first CBG in the first TB. Based on the transmission indication information in the first information, at least one CBG of the first TB can be transmitted between the first communication device and the second communication device, to avoid always transmitting the entire TB. This reduces information transmission duration, improves transmission efficiency, and reduces resource consumption, to reduce power consumption of the communication devices.
