An engagement shaft (43) is provided to the latch member (41). When the engagement shaft (43) fits in the engagement cut portion (46) through a roller (44), the first arm (1) and the second arm (2) are locked so as not to be swingable. A swing member (52) is swingably provided to the latch member (41) and is butted to the roller (44) by a tension coil spring (53). A contact face (52a) of the swing member (52) is butted to a circular arc face (48) formed on the fore-end portion of the first arm (1). This positions the latch member (41) at a release/hold position where the roller (44) is out of the engagement cut portion (46).
