A plurality of fluid distribution ports are defined through the jacket and are in fluid communication with the fluid channel to permit the flow of fluid through the jacket. The system further includes a fluid pumping system operably coupled to the power source and configured to selectively provide cooling fluid to the fluid channel for distribution through the fluid distribution ports based on the reflectance parameter.

The illuminator may be formed as a pad (64) to be wrapped around an infant or a limb of an adult, or as a mat (60). The illuminator may be passively or actively cooled so that the skin contact surface remains below the desired temperature. The LED is preferably blue or green, and an ultraviolet filter (110) may be provided.

The invention relates to a skin tanning chamber, the improvement comprising at least one light emitting diode (47) emitting a UVA light, such as a UVA LED (47) that emits essentially only UVA. Additionally, multiple LEDS (47) of varying types with various characteristic wavelengths are controlled independently to produce an arbitrary light pattern in an arbitrary sequence over time. The chamber can be rigid or flexible. It can be a bed, booth or incorporated into a flexible form, such as a garment or cloth. In one embodiment, the chamber further comprises at least one LED (47) emitting a UVC light, whereby the UVC light sanitizes the chamber surface, Preferably the LED (47) emitting the UVA light is under independent control from the LED (47) emitting UVC light.
