After associating with the second radio access technology, it is determined that signal strength from the access point is below a threshold, the access point database is searched to identify whether or not there are available cells from the first radio access technology network. If there are available cells, a target cell is selected. A message is sent to provider equipment of the first radio access technology network requesting system information of the target cell.
