The present invention relates to use of a novel bioinformatics approach for predicting and identifying Scaffold/Matrix attachment regions (S/MARs) from a genomic database. The disclosed methods comprise the steps of generating a library of a subset of genes based on higher and constitutive gene expression predicted from datasets derived from a human autonomic gene expression library, and assessing the 5' UTR intergenic sequences of said subsets to identify the S/MAR sequence.
