In the embodiments of the present invention, a primary beam used when a base station sends a downlink signal to UE is determined according to identity information carried in a beam indication signal on at least one beam that is sent by the base station and signal quality of the at least one beam. This helps improve communication quality in downlink communication performed by the base station.

The method includes: sending, by a radio access network system, information about a subframe mode corresponding to at least one beam, where the information about the subframe mode is used to instruct UE to perform measurement according to the information about the subframe mode; and receiving, by the radio access network system, a measurement result sent by the UE. The measurement apparatus and method in embodiments of the present invention can perform effective measurement in a millimeter wave scenario.

In the embodiments of the present invention, when the UE sends the uplink channels through carriers of different TAGs and adjacent subframes between the carriers of different TAGs are partially overlapped, uplink transmission power of the UE may be prevented from exceeding the maximum transmission power of the UE, or uplink transmission power of the UE may be prevented from reaching an interference level so as to result in an interference limitation.

A user equipment UE uses M cells to transmit data, and the method includes: transmitting, by the base station, configuration signaling to the UE, where the configuration signaling includes a reporting period of channel state information CSI of N cells in the M cells; transmitting, by the base station, channel status request signaling to the UE, where the channel status request signaling is used to instruct the UE to report the CSI of the N cells; and receiving, by the base station, CSI of a cell that is in the N cells and that is managed by the base station, where the CSI is transmitted by the UE according to the reporting period. A corresponding base station and a corresponding user equipment are further disclosed. According to the solutions of the method for reporting a channel status and the device provided in the embodiments, a base station can reliably obtain, in a timely manner with low costs, a channel status that is of a cell and that is reported by a user equipment, and can efficiently arrange sending of downlink data.
