The method includes the steps of: defining the Web services description file of the inheritance IRP, which includes the basic management operation of the basic IRP, establishing the IS hierarchy inherited relation between the inheritance IRP and the basic IRP; producing the basic management operation message by the inheritance IRP module in the network management apparatus, and sending the message to the SOAP interface module in the network management apparatus, wherein the SOAP interface module uses the IS hierarchy inherited relation in the Web services description file and converts the basic management operation message into the SOAP format message of the inheritance IRP and sends the message.
