A flow control valve includes an electronic expansion valve and a solenoid valve. The electronic expansion valve is configured to regulate the flow rate of the refrigerant. The solenoid valve is a normally closed solenoid valve, which includes a coil of the solenoid valve and a valve core of the solenoid valve. After the coil of the solenoid valve is de-energized, the valve core of the solenoid valve shuts off a refrigerant flow path, to prevent the refrigerant such as carbon dioxide from leaking to a compartment due to rupture of a low pressure side of the system which may otherwise cause passengers in the compartment to be suffocated. The present application further provides a method for controlling the flow control valve, and the structure of the flow control valve is further optimized by the control programs of the flow control valve.
