An NC program generating method is capable of predicting tool wear with high precision before carrying out machining in three-dimensional-shape cutting and generating an NC program in consideration of tool change, etc. In the NC program generating method, an NC simulator 5 executes an NC simulation of an NC program at each process interval set in advance; a machining-condition acquiring unit 6 and the machining-state acquiring unit 7 acquire a machining condition and a machining state; a tool-wear-amount calculating unit 8 references a tool wear amount corresponding to the machining state from a tool wear database 10 and calculates information about a tool wear amount of each process interval; and an NC-program-optimization processing unit 9 changes the machining condition of the NC program and optimizes the NC program so that a tool can be used without waste based on the information about the tool wear amount of each process interval calculated by the tool-wear-amount calculating unit 8.
