The method includes: receiving a low power consumption request sent by a terminal; when determining that the low power consumption request is supported, sending a first configuration parameter indicating that the low power consumption request is supported to a base station, so that the base station performs low power consumption communication with the terminal according to the first configuration parameter; and sending acknowledgement information indicating that the low power consumption request is supported to the terminal, in which the acknowledgement information carries a second configuration parameter, so that the terminal performs low power consumption communication with the base station according to the second configuration parameter. In this way, a network side provides services with different power consumption for different terminals according to requirements of terminals.

In the field of communications technologies, a down sampling method and a down sampling device are provided, to enable the energy of a down sampling point obtained in down sampling to be as large as possible. The down sampling method includes: extracting energy statistical values of sampling point sets in a current period; selecting a sampling position corresponding to a sampling point set with the largest energy statistical value as a down sampling position; and performing down sampling according to the down sampling position. The down sampling device includes: an extraction unit, configured to extract energy statistical values of sampling point sets in a current period; a selection unit, configured to select a sampling position corresponding to a sampling point set with the largest energy statistical value as a down sampling position; and a down sampling unit, configured to perform down sampling according to the down sampling position. The method includes: judging whether a Transmit Power Control (TPC) symbol output by a receiver is an invalid symbol; when the TPC symbol is a valid symbol, judging whether polarities of in-phase/quadrature (I/Q)components of the valid symbol are opposite to each other; counting the number of invalid symbols, the number of valid symbols, and the number of valid symbols with opposite polarities; and estimating a Bit Error Rate (BER) according to the number of the invalid symbols, the number of the valid symbols, and the number of the valid symbols with the opposite polarities, and detecting the channel quality through the BER. The corresponding device includes a first judging module, a second judging module, a counting module, and an estimation module. A system for detecting channel quality is further provided. Through the method, the device and the system, the defect that the BER cannot be correctly estimated in the case of an invalid TPC symbol in the prior art is overcome.

The method includes: convoluting a channel estimate value of a receive end with an SCH signal transmitted by a transmit end on an SCH and obtaining an SCH signal in a receive signal of the receive end; evaluating a difference between the receive signal and the SCH signal in the receive signal. The apparatus includes: a receiving module, configured to receive a receive signal from a transmit end; a channel estimation module, configured to use the receive signal to perform channel estimation so as to obtain a channel estimate value; a convolution module, configured to convolute the channel estimate value with an SCH signal transmitted by the transmit end on an SCH and obtain an SCH signal in the receive signal; a difference calculating module, configured to evaluate a difference between the receive signal and the SCH signal obtained by the convolution module. By using the method and apparatus of the present invention, the SCH signal in a receiver may be restored and removed from the receive signal, and interference of the SCH on other channels may be eliminated, thereby improving performance of the receiver.
