Based on a communication mechanism provided in this disclosure, the unicast connection establishment process or the discovery process can be performed on a carrier supported by all terminal devices that perform communication, to ensure that the unicast connection establishment process or the discovery process can be correctly performed, thereby improving sidelink communication quality.
