Embodiments of the present invention provide a policy control method, apparatus, and system for a user session. The method includes: according to policy trigger information, acquiring an aggregated operation that is corresponding to the policy trigger information and is used for performing policy control on a group of user sessions, where the aggregated operation includes an operation rule and a condition parameter; and sending a first service message that includes the aggregated operation to a gateway device, so that the gateway device determines the group of user sessions according to the condition parameter and executes an operation on the group of user sessions according to the operation rule. According to the embodiments of the present invention, a policy server acquires an aggregated operation corresponding to policy trigger information, and sends a first service message that includes the aggregated operation to a gateway device, so that the gateway device determines the group of user sessions according to a condition parameter, and executes an operation on the group of user sessions. In this manner, overall policy control is performed on a group of users who meet a certain condition, thereby improving operation efficiency, reducing signaling load, and enhancing a service control capability.
