The method implements direct communication between network devices of different standards in a mobile communications system, thereby decoupling an air interface from a terrestrial interface, avoiding signaling and a delay that are caused by a cross-system operation, and forming a communications network supporting multiple network standards.

Therefore, in the embodiments of the present invention, NAS/L3 signaling of a second communications network is transmitted over the first connection that is established in a first communications network, so that a service can flexibly switch between different RATs, and the system efficiency is improved.
