Disclosed herein are systems, devices, and methods that enables wireless handover between public cellular networks and private cellular networks and/or improves wireless handover in time-sensitive networks. The system may receive a handover request from a wireless connection point with which a user equipment device is configured for data packet communication over a first data communication connection. In response to the handover request, the system may make a handover decision including whether to reconfigure the user equipment device for data packet communication with a target wireless connection point over a second data communication connection. The system may establish and time-synchronize, based on the handover decision, the second data communication connection. If the establishment and time-synchronization is successful, the system hands over data packet communication from the first data communication connection to the second data communication connection and releases the first data communication connection.
