    摘要： It is the object of the present invention to provide a hydrophilic surface treating aqueous solution, hydrophilic surface treating method, and hydrophilic surface treating film persisting the hydrophilicity and ensuring a film having a good processability. The hydrophilic treating aqueous solution contains as main components a hydrophilic high molecular compound having a specific molecular weight and containing a polyoxyalkylene chain of 10 wt% or more in terms of solid content, and a specific aqueous resin. This enables the formation of film conferring a processability and good hydrophilicity and persistency of hydrophilicity on the surface of aluminum or aluminum alloy for use in aluminum fins of a heat exchanger, as well as suppressing the generation of unpleasant odor.
