A priority flow rate control valve (4) preferentially distributes oil discharged by an oil pump (3) to an oil pressure power steering device (1), and distributes surplus oil to a cargo handling control valve (10, 13, 14) of an oil pressure cargo handling device (2). The oil pump (3) increases the discharge flow rate according to the operation of the cargo handling device (2), and decreases the discharge flow rate according to operation stop of the cargo handling device (2). By providing an orifice (30) which drains the oil supplied to the cargo handling control valve (10, 13, 14) when the cargo handling device (2) is not operating, to a tank (8), the pressure of the oil supplied to the oil pressure power steering device (1) is prevented from temporarily decreasing when the cargo handling device (2) stops operating, thereby preventing the steering wheel (7) from suffering a so-called kickback.
