The method comprises: assigning a first priority to a first component of the data message and a second priority to a second component of the data message; selecting any one of the plurality of communications mediums that is available for sending the first message component to the communication device; and sending said second component to the communications device if an acceptable medium is available. The acceptable medium is selected from a subset of said plurality of communications mediums, and the subset of said plurality of communication mediums excludes a medium having a higher relative data transmission cost than any of the mediums comprising the subset. The method includes queuing said second component for future transmission if none of said subset of said plurality of communications mediums is available.

Mobile device usage may be monitored and restricted by pushing enabling/disabling events from an administrator the device. The events impose a certain set of rules that can "lock" certain features provided by the device, according to permissions and preestablished policies, for a certain period of time. Such restricted periods may coincide with meetings or other events in which distractions should be kept to a minimum or be during regular, predetermined time periods. Preferably, the rules include conditional locks that allow a user to use a feature a reasonable number of times before the lock is activated to place the onus on the user for minimizing such distractions, while enabling the user to maintain access to such a vital communication tool. Cancel packets may also be used to not only control but to monitor the application of the rule sets and when certain conditions are breaches, which provides an employer with sufficient information to use in auditing device usage or in reprimanding users for misuse of a privilege such as the use of mobile data communications devices.

An output device is connected to the processor for providing output to a user of the mobile device. The processor is configured for determining location information for the mobile device based on input signals received from the first input. A device lock function is associated with the processor for implementing restrictions on user access to the mobile device if user input activity for the mobile device falls below a threshold. The device lock function is configured for requiring a predetermined user input through the at least one user input device to remove the restrictions on user access once they have been implemented, the device lock function also being configured for changing the predetermined user input required to remove the restrictions on user access in dependence on the determined location information.
