A method for communicating uplink control information to a base station using a user equipment is presented. The method includes identifying component carriers on the user equipment scheduled for Physical Uplink Shared CHannel (PUSCH) transmissions, and identifying at least one first ranking for each of the component carriers for transmission of uplink control information. Each first ranking is at least partially determined by whether the component carrier is configured for delay-sensitive transmissions. The method includes using the at least one first ranking to select a first component carrier for transmission of uplink control information, and encoding uplink control information into the first component carrier for transmission to the base station.

The processor is configured such that the processor encodes a block of information bits to form channel coded bits, wherein the ratio of the number of channel coded bits to the number of information bits is greater than one; and the processor maps the channel coded bits to modulation symbols, and each channel coded bit is mapped once to a modulation symbol. The transmitter is configured to transmit a first portion of the modulation symbols using a spreading sequence on a first antenna of the multiple antennas and to transmit a second portion of the modulation symbols using the spreading sequence on a second antenna of the multiple antennas.

In some cases the identification information of the second CC includes an index of the second CC. A system and method for measurement reporting is presented. At least one measurement criterion is identified for at least one of a set of assigned component carriers. The measurement criterion includes at least one of a comparison of a signal quality of a first assigned component carrier with a first threshold, a comparison of a signal quality of a neighboring cell with a second threshold, and a comparison of the signal quality of the first assigned component carrier with the signal quality of the neighboring cell. Upon detecting that the at least one criterion is satisfied, a measurement report is transmitted. In some cases the neighboring cell includes at least one of a non-serving cell, a non-assigned component carrier, or at least one of the component carriers in the set of assigned component carriers that is not the first assigned component carrier.
