The area of the wall (11a) of the central element (11) which projects into the inner space (1') of the liquid dispenser (1) when the central element (11) is inserted therein has several inlets (25) through which the liquid (F) contained in the liquid dispenser (1; 100) can enter the inner space (12) of the central element (11) without being pressed into said space. According to the invention, the central element (11) is cylindrical and one or more outflow elements (15a-15d) are arranged in the inner space (12) of the cylindrical central element (11) of the dispersion device (10). The outflow elements (15a-15d) have each a top channel section (18a-18d) and a bottom dripping zone (19a-19d). The top channel sections (18a-18d) of the outflow elements (15a-15d) subdivide the inner space (12) of the cylindrical central element (11) of the dispersion device (10) into a corresponding number of outflow channels (16a-16d) which can be entered by the liquid (F) through the inlets (25) arranged in the wall (11a) of the central element (11). The bottom dripping zones (19a-19d) of the outflow elements (15a-15d) which project out of the central element (11) form finger-shaped elements (17a-17d) which point away from the longitudinal axis of the central element (11). The liquid (F) from the liquid dispenser (1; 100) which enters the outflow channels (16a-16d) of the central element (11) through the inlets (25) of the central element (11) of the dispersion device (10) can drip from the finger-shaped elements (17a-17d) onto the substance and/or heat exchange system.
