A diffuser, a backlight and a liquid crystal display by which clearer and brighter display is realized. The diffuser is characterized in that diffusion particles which contain colored pearl-gloss pigment such that mica is covered with titanium composite oxide alone or with titanium dioxide and titanium composite oxide are homogeneously dispersed, and the color tone of the diffused light is corrected by the color tone of the titanium composite oxide. The illuminating device and the liquid crystal display both employ such a diffusion plate.

An insoluble powder characterized by having a ξ potential which is a negative value. The insoluble powder preferably comprises barium sulfate as the main component. The insoluble powder preferably has an average primary-particle diameter of 3 to 100 µm and an aspect ratio of from 3 to 250. The insoluble powder preferably is a metal-doped barium sulfate powder obtained by reacting barium ions with sulfate ions in the presence of metal ions. In the above insoluble powder, the metal ions preferably are ions of one or more members selected from the group of lithium, sodium, and zinc. Also provided are a powder for restoring the barrier function of the skin and a powder for preventing/mitigating skin chapping which each is characterized by comprising the insoluble powder. Further provided is a preparation for external use on the skin, characterized by containing the insoluble powder in an amount of 1 to 40 wt.%.
