The objective of video compression is to reduce the redundancy of the temporal and spatial dimension. Skipping of MBs or blocks plays a key role when reducing the codec complexity and data rate. A method for determining a threshold for deciding whether motion estimation, DCT and quantization may be skipped on macroblock level, comprises determining a quantization parameter, quantizing and inverse quantizing (λ1) a picture (f x,cur ) on macroblock level, wherein a reconstructed picture (f x,rec ) is obtained, calculating a difference (SAD) between the picture (f x,cur ) and the reconstructed picture (f x,rec ), calculating the mean (m SAD ) and standard deviation (σ SAD ) of differences between the current and reconstructed picture, calculating a threshold (SAD Threshold,Qp ) using the mean (m SAD ) and standard deviation (σ SAD ) to determine a statistical confidence interval, and storing the threshold value (SAD Threshold,QP ) associated with the quantization parameter.

A system and method for XOR Based FEC are proposed. In order to achieve better capacity of recovering packet loss and keep the simplicity of XOR operation, the proposed FEC presents a strategy to generate as many redundant FEC packets as needed by grouping all packets in a matrix according to various predetermined rules. An FEC packet is generated for each group. The FEC applies XOR operation instead of RS codes to protect IP or higher level packets which facilitates software implementation.
