Abstract: There is provided an electrode catalyst layer that is greatly improved in power generation performance under low-humidity conditions and high-humidity conditions, a membrane-electrode assembly including the electrode catalyst layer, and a method for producing the electrode catalyst layer. The electrode catalyst layer according to the present embodiment has platinum particles as a catalyst, further includes carbon particles, fibrous substances, and polymer electrolyte, and is a single layer. The electrode catalyst layer satisfies the following equation (1) where D/W represents the ratio of a thickness D and a platinum support amount W of the electrode catalyst layer, C represents the ratio of mass of the carbon particles to mass of the electrode catalyst layer, and F represents a ratio of mass of the fibrous substances to the mass of the electrode catalyst layer. 6.0 > C + F ⋅ D / W ≥ 1.0 cm 3 / g
