Abstract: There is provided an electrode catalyst layer that is greatly improved in power generation performance under low-humidity conditions and high-humidity conditions, a membrane-electrode assembly including the electrode catalyst layer, and a method for producing the electrode catalyst layer. The electrode catalyst layer according to the present embodiment has platinum particles as a catalyst, further includes carbon particles, fibrous substances, and polymer electrolyte, and is a single layer.
