When a tool-center side of one of the leading end flank faces (4) is ground and formed over a predetermined range, a direction (A) in which the grindstone (6) rotates is set at an intersecting angle (α) of less than 90° with respect to one of the bottom blades (5) associated with the one leading end flank face (4) to be ground and formed, and grinding is performed by the grindstone (6) with no interference occurring with any of the bottom blades (5) other than the one bottom blade (5).
