In the water addition step, the amount of water added is adjusted so that the water content in the water-added coal is 5 to 20 mass%, and in the oxidation step, the agglomerated coal is held at a temperature of 70 to 105°C in air. The water content of the oxidized coal after the oxidation step is preferably 1 to 13 mass%. The oxidation step may also be followed by a step for pulverizing the oxidized coal and a step for secondarily adding anti-dusting water to the pulverized coal.

The briquetting feedstock is briquetted under pressure to give the briquetted solid fuel in briquette form (briquetting step).

[Solution] Gas hydrate slurry is fed in a compression chamber 21, and pressure and compression are applied to the gas hydrate slurry by advancing a compression plunger 21e. At that time, a stroking speed of the compression plunger 21e is set minimum, preferably less than a value expressed by a stroke length of the compression plunger 21e at compression x 10 -2 (m/min). By advancing the compression plunger 21e at low speed, binding between particles of the gas hydrate is tightened, thereby the gas hydrate pellet with increased shearing strength can be molded.

The method of manufacturing briquette coal includes i) providing powdered coal; ii) mixing a powdered cellulose ether compound with the powdered coal and providing a mixture; iii) adding water to the mixture and mixing the mixture with the water; and iv) molding the mixture and providing briquette coal. In the providing of the briquette coal, the amount of cellulose ether compound contained in the briquette coal is 0.7 wt% to 2.0 wt%.
