An approach for inter-gateway interference estimation and admission control is provided. A gateway receives return link signals, each being received via a satellite from a respective user terminal (UT) located within a satellite beam serviced by the gateway. A transmit power factor and an interference factor are determined for each UT based on the respective return link signal. A total interference factor is determined for the UTs based on the transmit power factors and the interference factors. A residual capacity level for the satellite beam is determined based on the total interference factor and a noise power factor. The gateway receives an admission request from a further UT requesting admission for transmission of a return link signal. The gateway determines whether to grant the admission request based on a required capacity level for the return link signal of the further UT relative to the residual capacity level.

A satellite radiotelephone frequency (fU,fD) can be reused terrestrially by an ancillary terrestrial network (Fig. 1) even within the same satellite cell, using interference cancellation techniques. Moreover, the ancillary terrestrial network can use a modified range of satellite band forward link frequencies (fD) for transmission, to reduce interference with out-of-band receivers. A modified range of satellite band forward link frequencies that is used by the ancillary terrestrial network can include only a subset of the standard satellite band forward link frequencies to provide a guard band, can include power levels that monotonically decrease as a function of increasing frequency and/or can include two or more contiguous slots per frame that are left unoccupied and/or are transmitted at reduced maximum power. Time division duplex operation of the ancillary terrestrial network may also be provided over at least a portion of satellite band return frequencies.

The satellite network provider carves out a solution for a customer problem from a design space constrained by satellite size, lifetime and payload given a set of specifications from a customer. An OFDM wireless communications system includes terrestrial and satellite based base stations. Mobile nodes support two uplink modes of operation, multi-tone mode for terrestrial station interaction and single tone mode for satellite base station interaction. In single tone mode the peak to average power ratio is lower than in the multi-tone mode allowing the same power amplifier to transmit higher average power signals and thus extend range and reach a satellite in geostationary orbit. In multi-tone mode, the mobile node: is temporarily assigned a multi-tone uplink traffic channel segment for user data, is assigned a dedicated control channel for uplink control signals, and supports slaved Ack/Nak for traffic channels. In single tone mode, the mobile node: is assigned a single logical uplink dedicated tone to use for transmitting both user data and control data, and does not use a slaved Ack/Nak mechanism for traffic channels.
