Therefore, user data transmission efficiency can be effectively improved.

In the present invention, the to-be-handed-over UE is triggered to be handed over to the pre-determined target base station. This implements time synchronization with the target base station, resolves relatively low flexibility of time synchronization between base stations in a related technology, and improves flexibility of time synchronization between the source base station and the target base station. The present invention is used for time synchronization.
